On June 30, the Exchange Meeting and Memorandum of Cooperation (MoC) Signing Ceremony between the Hainan Lawyers Association and the International Probono Legal Services Association (IPLSA) was successfully held in the third-floor conference room of the Hainan Lawyers Association. Ms. Fu Qiongfen, President of the Hainan Lawyers Association, and Mr. Junius Ho, Founder and Chairman of IPLSA, attended the event and delivered speeches.

The delegation from IPLSA first visited the History Museum of Hainan Lawyers. President Fu Qiongfen introduced the development history of the Hainan legal profession and the highlighted initiatives in rule of law construction within the Free Trade Port (FTP) to the delegation, providing them with a direct experience of Hainan lawyers' commitment and responsibility in safeguarding the FTP through rule of law and practicing public welfare for the people. President Fu expressed her hope that both parties would strengthen communication and cooperation, taking the signing of this MoC as an opportunity to continuously deepen the collaborative development of the legal service industries across Hainan, Hong Kong, and the Guangdong-Hong Kong-Macao Greater Bay Area.

Mr. Junius Ho introduced the practical experience of IPLSA in public welfare legal services, maintaining stability and national security in Hong Kong, cultivating cross-border legal talents, and fostering international legal exchanges and cooperation. He highly recognized the opening-up positioning of the Hainan FTP and its potential for developing public welfare legal services. He proposed that both sides could deepen collaboration around the framework of the MoC in the future, opening up domestic and international public welfare legal service channels, providing more convenient cross-border legal services for expatriates in Hainan and outbound enterprises, and boosting the high-level opening-up of the Hainan FTP through rule of law collaboration.

Finally, representatives from both sides jointly signed the MoC, clarifying that both parties will establish a regular exchange platform and information-sharing mechanism. They will jointly organize foreign-related legal training, talent exchanges and mutual recommendations, industry mutual visits, and specialized seminars to integrate resources from both sides, serving the construction of the Hainan Free Trade Port and the development of the Guangdong-Hong Kong-Macao Greater Bay Area. Mr. Wu Fen, Secretary-General of the Hainan Lawyers Association, attended the event, and Mr. Liu Daojun, Vice President of the Hainan Lawyers Association, presided over the meeting.
